Abstract: Cooperation in science is one of the effective international cooperation tools especially in
humanitarian, political and business areas. Thus, science diplomacy is
complementary to the traditional diplomacy tools for improving external relations. In this respect, science diplomacy has taken its place in EU external relations as a soft policy tool. This tool is recently used particularly in EU’s relations with candidate countries and European Neighbourhood Policy countries. The EU has been attempting to develop a European Research Area through supranational research and innovation programmes such as Horizon 2020 Programme covering 2014-2020 period. Increasing scientific collaboration in this area would create a spill-over effect to the other societal collaboration areas. Complementary to the collaboration in the European Area, the EU aims to improve science diplomacy through science and technology agreements in its external relations covering USA, China, Canada and Australia. In this study, firstly conceptual framework of science diplomacy will be presented, then the role and effectiveness of science diplomacy as a soft policy tool in EU’s external relations with various countries and groups of countries- namely candidate countries, ENP countries, neighbours of the neighbours, Latin America, USA, China, Russia- will be analysed.
